President Clinton's rescue package for the Mexican economy is in trouble and a vote expected early next week may have to be delayed, administration officials reportedly have acknowledged. A coalition of liberal Democrats and conservative Republicans are rallying against the $40 billion in loan guarantees that Clinton proposed. With so many Democrats opposing the plan, GOP moderates aren't eager to step up to the plate. "We're not going to carry the whole load here and get hung out to dry," Senator Bob Dole (R-Kansas) grumbled. TIME Washington correspondent Suneel Ratan notes: "What looked like it would be a slam dunk is turning out to be a really painful fight for Clinton." Still, House Democratic Leader Richard Gephardt expects a vote before the end of next week.
