As Secretary of State Warren Christopher recovered in the Ottawa hospital where he was being treated for a bleeding stomach ulcer, Hillary Rodham Clinton took the opportunity to extol Canada's $43 billion public health care system as a model for American reform. "There has been a lot of disinformation that has been put out across the border," she said, "so perhaps (Christopher's illness) will give people more of a chance to learn about the system."
