Former Interior Secretary James Watt today pleaded not guilty to charges that he impeded an FBI investigation of a Reagan-era scandal concerning sweetheart deals at HUD by withholding documents. "I have been knocked down in an embarrassing and humiliating way," Watt told reporters. "but I'm not knocked out."
