HOUSE PASSES UNFUNDED MANDATES

The House approved, by a vote of 394-28, legislation that would prevent the Congress from imposing new mandates on the states without providing adequate funding. The bill, passed by the Senate on Wednesday, is expected to be signed by President Clinton. That would make it the second section of the GOP "Contract With America" to become law.
