As a result of the scare, the U.S. Postal Service has halted all mail processed in Northern California -- believed to be the Unabomber's base of operations -- as scores of postal inspectors check as many packages as possible. "After the last bombing, they said it was impossible to inspect all the mail," says TIME San Franciso reporter Jeff Green. "But this latest threat has raised the stakes, so they're making the best effort they can."
