SENATE REPUBLICANS FACE OFF ON WELFARE

"Bob Dole's biggest challenge this week," says TIME's Karen Tumulty, "is getting conservative Republicans to go along with his bill." The debate on the Senate floor has laid bare deep divisions within the GOP over the right way to reshape the program. Dole's bill would shift control of funding for welfare to the states in the form of block grants. Sen. Phil Gramm (R-Tex.), who is leading the conservative opposition on the Senate floor, believesmore draconian measures must be taken to discourage out-of-wedlock births. His amendments would ban cash assistance to unwed mothers under 18, anddeny increased aid to women who have more children while they are receiving welfare.
