NEW LOCAL LEADERSHIP IN SOUTH AFRICA

Although less than half of the votes have been counted, early returns show that South Africa will have broad-based political representation after the first all-race local elections in the country's history. TIME's Peter Hawthorne reports from Cape Town: "The general trend is that the vote is going pretty much the same as the general election, meaning that the ANC is gaining most of the seats. But a surprise seems to be the number of black independent candidates who are winning local races. It appears that many blacks are disillusioned with the pace of change coming from the government, and are putting their faith in these independents. The white National Party hasn't been completely shut out. They will maintain an overall majority in the western Cape area of the country."
