Paging Dionne Warwick: a government budget audit has revealed that the Central Intelligence Agency secretly used psychics in a number of operations. In a 20-year, $20 million program, the CIA brought in seers to, among other things, help locate Muammar Gadhafi before the 1986 U.S. bombing of Libya and find kidnapped General James Dozier in Italy. With an estimated accuracy rate of around 15 percent, it's been a mixed bag: Gadhafi was not injured in the bombings, but psychics reportedly identified the building in which Dozier was held. The program got its start during the 1960's, when the U.S. and the Soviet Union engaged in "psychic race" of sorts. "The CIA had a lot of psychic and mind control programs in the '60's and '70's," says National Security correspondent Douglas Waller. "But the Soviets had even more." According to Waller, the programs never amounted to much. "The CIA and the Defense Department have used psychics to pinpoint POW's in Vietnam and Cambodia, and there have been instances where they have helped. But their batting average is pretty low, and it's never really panned out."
