A RETURN TO NORMALCY

On the second stop in his five-day tour of England, Ireland and Germany, President Clinton became the first U.S. head of state ever to visit Northern Ireland. Speaking to factory workers in front of the "peace line," the ugly razor-wired wall separating Belfast's Protestant and Catholic communities, Clinton reminded crowds of the dramatic changes in their lives since a ceasefire 15 months ago: "Soldiers have left the streets of Belfast; many have gone home. People can go to the pub or the store without the burden of the search or the threat of a bomb." He further warned Protestants and Catholics alike: "You must stand firm against terror,. You must say to those who still would use violence for political objectives: 'You are the past. Your day is over.'"
