MEET MAYOR BROWN

As incumbent Mayor Frank Jordan conceded defeat Tuesday night in San Francisco's mayoral runoff, Mayor-elect Willie Brown promised a cheering crowd of supporters that the city would be different under his administration -- the buses will run, crime will drop and the homeless will get help. With 57 percent of the vote, Brown easily defeated Jordan in an election that saw voter turnout hampered by the severe storms pounding San Francisco Tuesday.
