THEY'RE UP, THEY'RE DOWN, THEY'RE UP
President Clinton and Senate Majority Leader Bob Dole, House Speaker Newt Gingrich and House Majority Leader Dick Armey will hold a budget summit at the White House Friday. Talks got back on track after White House Chief of Staff Leon Panetta met Thursday with Sen. Pete Domenici and Rep. John Kasich, the chairmen of the Senate and House Banking Committees. House Republicans have said that they will not pass a continuing resolution to end the partial federal shutdown until the budget deal is completed.
