JAMES MONROE, 1817: The fifth president's inauguration, as shown in this engraving, was the first to take place on a platform erected specifically for the occasion. For his big day, Monroe was the beneficiary of splendid weather, and after the swearing-in he delivered a speech to the assembled crowd of between five and eight thousand people, the first inaugural address to be addressed to the general public.
