FRANKLIN D. ROOSEVELT, 1937: FDR's second inauguration was the first to take place on January 20, instead of March 4, in accordance with the 20th Amendment. In spite of miserable, rainy weather, the President gave his oath outside and then rode in an open limousine down Pennsylvania Avenue to greet the crowds. "If they can take it, so can I," he had said earlier that day upon seeing the throngs of determined well-wishers.
