Early Years
Born and raised in New York City, Kagan attended Hunter College High School, where she was president of the student government. For a yearbook photo, Kagan (above, center, front row) posed in a judge's robe, holding a gavel. The quote next to her class photo was from Supreme Court Justice Felix Frankfurter: "Government is itself an art, one of the subtlest of arts."
