Shanghai Mourns Victims of Deadly Blaze

Motorists in downtown Shanghai pass an apartment building a day after it was damaged by a deadly blaze on November 15. The fire killed 58 people and injured at least 70 more. After the incident, police detained unlicensed welders who were working on the building when it went up in flames, probably because they covered the building in illegal flammable scaffolding that allowed the fire to spread.
