The image of the Attorney General under oath before Congress, struggling in vain to keep his stories straight, was a fitting symbol of the Bush administration's unhappy year. Bound in chains of their own making, sinking in the polls, the administration seemed powerless to extricate themselves. When Gonzales finally resigned, the mystery was why it had taken so long. Then again, stubbornness was part of the problem.
