PRO: Told the Senate Armed Services Committee before the invasion of Iraq that several hundred thousand troops would be needed to secure the country. He was publicly rebuked by then Secretary of Defense Donald Rumsfeld for the statement. Shinseki has since been vindicated, something the former CENTCOM commander Gen. John Abizaid acknowledged before the Senate last year.

CON: He is retired and has little influence on the continuing war in Iraq.
