PRO: Seen as a decent and incorruptible man, the ruler has worked closely with the U.S. government to promote the growth of democracy, defy power-hungry warlords, and unify his country's diverse political and ethnic populations.

CON: He's basically mayor of Kabul — that's as far as his power really extends. How successful can you be when your biggest export is still opium poppies, the resurgent Taliban remains a constant threat, and your American and NATO partners seem distracted and overwhelmed.
