After the war turned ugly, Biden led Democratic efforts to shape a withdrawal strategy that would pass muster with foreign policy experts and the uniformed military, as well as give his party a political edge against Republicans. He was an early proponent of dividing Iraq into thirds in search of peace between the Sunni, Shia and Kurds.
