Pro: Without a doubt the most popular figure in China's top leadership. "Grandpa Wen" hit the streets while directing relief efforts for the Sichuan earthquake, which killed some 70,000 people. He comforted families and choked up on national television, belying the reputation of Chinese leaders as stodgy bureaucrats cooped up in Beijing.

Con: Yes, he's the man who apologizes for shoddy school infrastructure that kills children during an earthquake, the poisoned milk scandal that killed four babies and sickened hundreds, coal-mining accidents, and other serious slip-ups. But stronger oversight from Wen and China's central government might have tempered these disasters.
