During a stump speech in Florence, South Carolina on Jan. 11, 2000, as Bush battled Arizona Senator John McCain for the Republican presidential nomination, he asked a question that quite rightly and by his own admission is rarely asked: "Is our children learning?" Even the worst grammar student couldn't help but wonder, "Are he serious?"
