PREVIOUS APPEARANCES ON THE TIME 100: 0

PRO: The 303 Chinese citizens who signed this pro-democracy manifesto — which includes calls for an amended constitution, free elections and social security — did so at the risk of government retribution. And indeed, one of the signatories, activist Liu Xiaobo, was detained shortly after the charter's publication.

CON: The government has so far failed to acknowledge any of the group's demands.
