A former Congressman and director of George W. Bush's Office of Management and Budget, Portman is undoubtedly the establishment favorite to replace retiring Republican Senator George Voinovich. But that hasn't stopped conservative businessman Tom Ganley from running an upstart campaign. Ganley has pledged to spend as much as $7 million of his own money, and he's winning support among conservative activists: in September, Bay Buchanan endorsed him. She complained that Portman supported Bush's ill-fated immigration push and failed to protect American jobs when he was Bush's trade ambassador.
