Emanuel resisted becoming President Obama's chief of staff, but since holding the job he has become unusually powerful, steering key policy and political decisions and weighing in aggressively on foreign affairs and national-security concerns, usually the province of the National Security Council. His relationships on Capitol Hill and his experience in the Clinton White House give him the ultimate credibility in West Wing arguments over which of Obama's goals are achievable.
