Parker became the first openly gay person to lead a city larger than a million people after winning the mayoralty of Houston by 10,000 votes, or 5%, thanks to her long tenure on the city council and six years as city controller. Sticking to her businesslike background, Parker announced that her top priorities upon taking office would be transportation, the budget and a new police chief.
