Gateway 310SE
Every so often, the price of desktop PCs drops, and it's not just overstock from last year - these are new systems that meet a market demand, or at least lure shoppers in to look at pricier machines. The current low low price is $399, and for that, Gateway gives you a 2.2GHz Celeron processor (nice!), 128MB of RAM (OK), a 40GB hard drive (pretty good) and a CD-ROM drive… hmmm. If you want to burn, you have to upgrade. FYI: While the 310S sells for $599 and includes a 2.4GHz chip, a monitor and more RAM, the sweet spot may actually be the 310X, which has all of that plus a CD-RW/DVD-ROM combo drive for $799
