The good news: the bottom price of laptops has plummeted in the last year. Dell's $699 offering, dubbed "the value solution for email, Internet and basic computing needs," sports the same basic configuration as our $399 desktop PC pick, only housed in a 7-lb. case with a 14.1-in. screen.
