Wall Street, risen from the ashes of Sept. 11, is ending 2001 with much to celebrate. A system that has returned to full function, a community that has gotten back to business even as Ground Zero still smoulders only blocks away. And a rally — begun at the historic depths of Sept. 21 and still going, as investors bet optimistically on the future even as the economy lumbers  through its first recession in a decade.
