Jesse Arbogast was only wading, we were reminded, not swimming, in shallow Gulf Coast waters. And yet somehow, a shark managed to rip off part of the eight-year-old's arm, leaving him hospitalized and in a light coma for weeks. The Arbogast attack was just one of the many that made this "The Summer of the Shark" — a charge that infuriated environmentalists and kept many swimmers far from beaches in Texas and Florida.
